IT Portfolio Management Analyst II/III | Program and Project Delivery Office

 

Are you an analytical thinker with a passion for driving process and metrics? We are seeking an IT Portfolio Management Analyst II/III to support governance and controls of IT projects. This would also include supporting resource planning, reporting on operational metrics and ensuring projects are executing in adherence to IT Project Management processes.

 

Key Responsibilities:

  • Portfolio Management Processes: Develop and maintain IT project management processes for Agile and Waterfall execution
  • Governance: Ensure projects are executing according to APS and IT PMO standards
  • Resource Planning: Support resource allocation across multiple IT departments by optimizing the use of IT tools and reporting
  • Ensure data quality: Ensure the accuracy of project data across the IT portfolio and improve data quality.
  • Coordinate with others: Work with project managers, IT unit managers, and business stakeholders to ensure they are adhering to process

 

Ideal Candidate:

  • Strong quantitative and analytical skills
  • Strong experience in IT portfolio and resource management, with a deep understanding of governance processes.
  • Proven ability to implement and refine project management practices to optimize project success.
  • Excellent communication and organizational skills, with the ability to guide cross-functional teams in adopting best practices.
  • Excellent customer service skills, ability to interact and support people with multiple types of personalities and roles

Minimum Requirements

IT Portfolio and Governance Management Analyst II

  • Bachelors' degree in Information Technology or related field
  • AND two (2) years' of prior relevant experience or equivalent combination of education and directly related experience.
  • Requires working technical knowledge gained through experience within a job area or system

 

IT Portfolio and Governance Management Analyst III

  • Bachelors' degree in Information Technology or related field
  • AND five (5) years of prior relevant experience or equivalent combination of education and directly related experience.
  • Requires strong technical knowledge within a job area or system and basic knowledge across related technical areas


Preferred Special Skills, Knowledge or Qualifications:

  • Knowledge of digital technology asset life cycle management processes and supporting tools and services
  • Familiarity with recognized software development and project management methodologies
  • General knowledge and familiarity with the use of reporting tools to monitor portfolio activities and analyze portfolio performance
  • Power BI dashboard experience (Create & Maintain)
  • Process Improvement LEAN Principles

Major Accountabilities

1) Serve as lead in the organization and orchestration of aggregated portfolio reporting including but not limited to Resource Planning, Financial Forecasting, and key operational metrics.
2) Manage and facilitate project phase gate meetings that are critical for execution of IT portfolio and report on trends and metrics.

3) Identify capacity and capability gaps, and support development and delivery of metrics needed to drive resource decisions impacting the portfolio.
4) Perform advanced level basic reporting and analysis of aggregated portfolio health issues
5) Regularly provide guidance and assistance to other employees

Home based: Home based employees primarily work from their home offices and come into an APS facility on an as-needed basis. 

*Employees are expected to reside in Arizona (or New Mexico for Four Corners-based employees).
