Summary

The Maintenance Project Planner has managerial and technical oversight of project planning, resourcing, staffing, progress reporting, vendor relationships and troubleshooting for multiple maintenance projects that range from 12kV to 500kV projects, and/or specialized electrical components covering the state of Arizona.  Plans, monitors and manages all project aspects across one or more departments or business units including initiation, planning, execution, monitoring, and closure in accordance with internal processes.  Ensures completion according to project plan (e.g., scope, schedule, budget).  Monitors performance and recommends schedule changes, cost adjustments or resource additions. Acts as a resource for others based on their departmental maintenance expertise and/or knowledge of system processes.

Minimum Requirements

Bachelor's degree in Engineering, Construction Management, Information Systems or equivalent degree, plus seven (7) years project management/planning experience with knowledge of transmission and/or distribution maintenance/construction; OR an equivalent combination of education and related construction project management/planning experience 
- OR successful completion of APS' CPM Training Program, (approx. 24 month CPM experience) plus five (5) years APS project management experience;

Preferred knowledge, skills or qualifications: AutoCAD experience is highly preferred for this position.  Project Management Professional Certification (PMP). Organization, project management, communication and negotiation skills. Strong interpersonal verbal and written communication skills and be able to work across organizational boundaries. Ability to integrate and lead the efforts of a multi-disciplinary team to collectively achieve high standards of effectiveness and excellence. Demonstrated skills in planning, organizing, and directing teams to effectively and implement recommendations that involve substantial resources and require extensive equipment outages. Proficiency in PC skills and programs for data management and project scheduling. Computer skills preferred: Windows/Word/Excel, GIS and work order management programs such as Maximo, TOA and MLIS. Employee may be called upon to support short-notice outage to serve as project manager for complex emergent operational tasks.

Major Accountabilities

1) Responsible for performing the duties of project leader for multiple maintenance projects that range from 12kV to 500kV projects, and/or specialized electrical components covering the state of AZ as well as large volume of work orders identified through inspections, PdM technologies, and or equipment failures to address service and reliability issues.

2) Leads or coordinates project planning, resourcing, staffing, progress reporting, vendor relationships and troubleshooting. Plans, monitors and manages all project aspects across one or more departments or business units including initiation, planning, execution, monitoring, and closure in accordance with internal processes. Works with schedulers to review all work activities to develop long range schedules for project work, planned outages and short notice outages. 

3) Applies technical expertise to scope and develop a specific work plan to address issues, ensuring quality and attention to detail result in a complete and executable work package helping ensure the continued operation of equipment and systems critical to our business. Identifies/specifies correct parts and materials to support work package activities, including identification of contingency material where appropriate. Ensures that materials and equipment are delivered on time, and/or regulatory compliance and contract requirements are met. .

4) Ensures that quality requirements are met and sufficient quantity are reserved to facilitate repairs or replacements identified in work packages or stakeholder inquiries by determining the level of oversight, contract resources, company resources, skill sets and expertise, and planning required.

5) Provides direction, including technical, to develop work packages or aid in design for assigned areas by planning and coordinating the labor, material and other resources necessary to complete the work in a safe, timely and cost-effective manner for planned maintenance, preventative maintenance, emergent work, planned outages, unplanned outages and project work.

6) Ensures project results meet requirements regarding quality, reliability, schedule and cost resulting in successful execution O&M, Preventative Maintenance, regulatory compliance, and contract management, while assisting others in establishing work order planning priorities and meeting the work management expectations, as well as supporting customer inquiries.

7) Consistently demonstrate compliance with the APS APM, Safety and maintenance processes. Ensure permits and environmental requirements are in place that complies with regulatory commitments and site safety requirements.

8) Employee may be called upon to support short-notice outage to serve as project manager for complex emergent operational tasks. Assists leadership in responding to unanticipated events by developing of recovery and corrective action plans, re-allocating resources and re-prioritizing work activities. The employee serves as the primary point of contact and develops and monitors status of all work represented on the schedule and ensures smooth handoffs between work groups through constant contact with department leadership and planners. Projects require coordination and cooperation among numerous functional areas to meet critical objectives under pressing timelines including coordination of material, equipment, logistics, crew resources, and operation roles and responsibilities as necessary to execute outage activities. Determines level of support required from Supply Chain, Hauling, Vendors, Security, Contractors, Maintenance, Engineering, Safety and Operations Departments. Provides timely and accurate information and status updates to project teams, business management, project sponsors, and senior management.
