Summary

Manager, Learning & Development

The Manager, Learning & Development leads the design, delivery, and continual enhancement of learning programs that strengthen our workforce and support our long‑term strategy. In this role, you will guide enterprise-wide learning initiatives and ensure training aligns with business needs, organizational values, and evolving skill requirements. You will work closely with leaders across the company to champion growth, innovation, and career development for employees at every level. As Chair of the APS Learning Council, you will help shape the future of learning at APS and ensure our teams are prepared to power Arizona forward.
 
What your day would be like
  • Lead the strategy, design, and implementation of organization‑wide learning and development programs.
  • Partner with business leaders to align training initiatives with workforce needs and long‑term organizational goals.
  • Manage and enhance tools, processes, and systems that support companywide learning experiences.
  • Lead the APS Learning Council, guiding collaboration, decision‑making, and continuous improvement.
  • Evaluate program effectiveness and use insights to enhance learning impact.
  • Foster a culture of growth, innovation, and shared success across the organization.

Minimum Requirements

Manager, Learning & Development

  • Bachelors' degree in Human Resources, Business Management, Industrial Psychology or related field
  • PLUS eight (8) years related experience
  • Including three (3) years prior leadership experience
  • OR equivalent combination of education and directly related experience.
  • Knowledge of adult learning processes, instructional design and delivery techniques, and evaluation methodologies.
  • Experience and demonstrated skill in effective performance consulting and training needs analysis.
  • Demonstrated strong project management skills.

Major Accountabilities

1) Plan, evaluate, prioritize and recommend strategies, programs, policies and processes that facilitate professional development, leadership development and continuous learning across the organization.

2) Manage the department's operating budget and initiates actions in cases of deviations.
Procure necessary tools/resources to support overall service requirements.
3) Develop and manages the setting and achievement of department program goals.
4) Lead the APS Learning Council to identify, assess and understand training needs and gaps in the organization.
5) Perform needs analyses and reviews organization resources to ensure that learning and development resources exist or are developed.
6) Oversee the learner experience on all learning platforms: LMS, on-demand content platforms, SharePoint, etc.

7) Develop and implements the use of course assessments, testing and other processes to ensure the effectiveness of learning and development activities.
8) Develop departmental plans, including business, production, operational and/or organizational priorities and controls resources and policy formation in area of responsibility.

Hybrid: Employees in hybrid roles work both in their home offices (virtually) and alongside their colleagues (in person). 

In order for employees to build strong relationships and to promote meaningful in-person interactions, hybrid employees are expected to work about 40% of their time in-person at an APS or other (non-home office) location. 

  • Employees are expected to reside in Arizona (or New Mexico for Four Corners-based employees).  
  • Working from a home office requires adequate technology and an appropriate ergonomic set up.  
  • Role types are subject to change based on business need.
