Summary
The Capital Portfolio Support Manager provides leadership and oversight for teams responsible for Project Controls, Scheduling, Forecasting, Billing and Project Close-out. Delivers strategic guidance and operational support across the capital construction portfolio of projects and programs, ensuring timely, efficient, high-quality and cost-effective project execution. Fosters team development through effective staffing, training, supervision, coaching and performance management.
Minimum Requirements
- Bachelors degree in Construction Management, Engineering, Business, Accounting or other job-related field from an accredited college or university plus eight (8) years of relevant experience in operations, construction, accounting and/or customer service within the utility or a related industry.
- In lieu of Bachelors degree, high school diploma/GED plus 12 years of experience in operations, construction, accounting or customer service within the utility or a related industry. Three (3) years of experience in a supervisory/management role.

- Strong financial acumen and decision-making capabilities.

- Expertise in project management and process improvement.
- Proficiency in Microsoft Word, Excel, Outlook and Internet-based tools.
Major Accountabilities
1) Directs the administration, development and compliance of agreements, billing, construction close-out processes, ensuring compliance with corporate policies and industry best practices. Oversees a centralized function to support the closeout of Maximo work orders. Establishes and monitors performance metrics aligned with the APS Business Plan. Ensures technical excellence and adherence to specifications, standards and codes across all projects and programs.
2) Maintains robust project controls to meet financial and risk management objectives. Oversees forecasting processes (monthly, annual and long-range) and supports monthly accounting processes. Identifies, assesses and mitigates project risks in a cost-effective and responsible manner.
3) Manages strategic partnerships with internal and external stakeholders to ensure successful initiation, execution and close-out of capital projects and programs. Collaborates across APS departments to align priorities and resolve issues impacting project delivery.
4) Builds and leads a high-performing team through effective hiring, coaching, feedback, recognition and performance management. Provides training and development opportunities to enhance team capabilities and support career growth.
5) Develops and manages department operating budget, monitors expenditures and implements corrective actions to address variances.
