Summary

The Procurement Consultant - Oracle supports the design, build, and testing activities for an ERP transformation project implementing Oracle Fusion Cloud. Captures detailed requirements and complete fit/gap disposition on current/future state processes.  Assesses gaps and provide recommendations to identify and mitigate risks. Conducts cross-functional impact analysis across all areas of the business.  Provides input to detailed design documents. Supports test case development and execution. Supports business readiness and change management activities including communications and training.

 

After ERP implementation, manages and executes operational procurement activities in support of the buying requirements of category or Business Unit.  Identifies procurement efficiencies and executes supply chain category strategies, targets and schedules in order to achieve goals and objectives for cost management, inventory management, supplier management including supplier diversity and process improvement.  Manages Business Unit partnerships to deliver excellent customer service.  Analyzes costs, negotiates legal contracts and identifies strategies and solutions to help Business Unit partners to better manage costs with supplier engagements and vendor services.  Executes Procure-to-Pay (P2P) process in an efficient and cost-effective manner while supporting continuous process improvement and customer satisfaction. 

Minimum Requirements

  • A four-year Bachelor's degree in Business, Supply Chain or other job-related discipline from an accredited college or university
  • plus eight (8) years of procurement experience in materials or services positions.
  • In lieu of bachelor's degree, twelve (12) years of procurement experience in materials or services positions required.


Preferred Special Skills, Knowledge or Qualifications:

  • Exposure to strategic supply chain management in an electric utility. 
  • Experience using Oracle Procurement Cloud is strongly desired. 
  • Experience with Maximo Supply Chain or Work Management is desired.
  • Strong analytical, verbal and written communication, negotiation and interpersonal skills. 
  • Proficiency in using analytical software tools such as Microsoft PowerBI and AzureDevOps (ADO).

Major Accountabilities

1) Serves as primary contact with Business Unit partners and Supply Chain leaders to ensure continuously improving support of the business by being an expert in APS procurement processes and is able to effectively support training of new hires on our Procurement activities, negotiations of contracts and Terms and Conditions. Drives a lean culture where continuous improvement is critical to the success of the entire Procurement organization.

2) Drives and executes high level projects that are critical to the success of Procurement Operations which includes but limited to: business projects, Supply Chain initiatives, complex contract negotiations, business planning, continuous improvement projects, supplier transformations, supplier performance management, project management, etc.

3) Serves as a critical member of the Procurement team to take on significant projects and priority initiatives that are deemed essential to the business which could include: procurement plans, organizational design, highly complex negotiations, customer affordability initiatives, RFx utilizing technology and resources and emergent projects required by regulatory, executive orders or business changes. Works with Procurement leadership to design the framework of the project and executes delivery of results.

4) Develops comprehensive market and data driven negotiation plans to lead complex negotiations with suppliers in establishing enterprise contracts that have a spend of $20 million+. Closes on any gaps on terms and conditions in critical contract negotiations.

5) Develops and manages contracts and agreements incorporating appropriate performance and results expectations and resolves contract issues. This includes Buyer lead highly complex strategic initiatives that span across multiple Business Units or have high impact to APS and will require a Strategic Phase Gate. Reads and understands statements of work (SOW) to ensure SOW documentation meets all APS compliance requirements. Exercises independent judgment and discretion when researching, vetting and selecting vendors, negotiating with vendors on pricing and making recommendations to management.

6) Manages multiple internal and external stakeholders to influence key aspects of projects, budgets and orders including accelerating their overall progression. Acts as a key decision maker at all levels of management on both routine and significant processes/concerns related to Procurement and Materials Management to achieve results.

7) Drives and executes Operational Strategies in agreement with senior procurement staff to develop and implement strategies for categories to achieve targeted supply chain results for cost management, supplier management including supplier diversity and process improvements.

8) Able to be flexible with our changing environment to take on emergent projects that are required by regulatory, executive orders or even changes within corporate business models and community initiatives. Works with Procurement leadership to design the framework of the project and execute the delivery of results

9) Benchmarks best practices in the industry and implements changes to ensure we are taking necessary steps to become best in class. Focuses on streamlining APS procurement processes by reducing waste, reducing cycle time and removing non-value added activities of APS' Procurement Operations teams. Reviews and assesses current programs/procedures ensuring that we are leveraging assets. Makes recommendations for improvement.

10) Trains and mentors members of the Procurement Operations team, Business Unit partners and overall Supply Chain organization. Assists in increasing the skills and expertise across Procurement
