Summary

The Rate Strategy Advisor develops, analyzes, revises and administers the organization's tariff schedules. Compiles, studies and maintains rate, revenue, load and customer data to assess the effectiveness of current tariff schedules and rules, to administer and develop cost of service, and develops proposals to change the organization's existing rates and rules.

Minimum Requirements

  • BS degree in economics, mathematics, finance, accounting, engineering or related discipline
  • Plus 10 years related utility experience.
  • An advanced degree in the above disciplines may substitute for two years' experience.
  • In lieu of a degree, an equivalent combination of education and experience totally 14 years is required.
  • Expert knowledge of utility rate economics, principles and practices.
  • In-depth knowledge of APS rate policies, practices and tariffs.
  • Advanced Excel modeling skills required.
  • Prior experience developing queries using SAS, SQL or comparable preferred.

Major Accountabilities

  1. Initiate, plan, and ensure execution of rate applications, schedules, and analysis of highly complex rate studies, cost studies, tariffs, agreements, and other analyses to meet regulatory requirements and other Company objectives. 
  2. Develop strategies to address rate/tariff and regulatory issues.
  3. Anticipates and leads responses to changes to regulations and regulatory environment.
  4. Testify as an expert witness on rate/tariff matters as required.
  5. Leads most complex regulatory inquiries and acts as a knowledge expert in support of all team activities.
  6. Participate, as Company representative in various forums, committees and working groups dealing with rate/tariff issues.
  7. Develops strategies and policies to meet company and business unit objectives and implements strategic goals.
  8. Recognized as an expert within the organization and has in-depth and/or breadth of expertise in own discipline and broad knowledge of other disciplines within the function.
