Summary
We are seeking a knowledgeable and proactive Siting Consultant to lead and support siting efforts for new and existing sub-transmission and transmission facilities. In this role, you will be responsible for securing regulatory approvals—including Certificates of Environmental Compatibility—at the federal, state, and local levels. You’ll collaborate closely with internal teams, government agencies, and community stakeholders to guide projects through the public participation process while ensuring compliance and alignment with project goals.
This position may involve direct engagement with the Arizona Corporation Commission and its siting committee, requiring clear communication and coordination with technical staff, commissioners, and the public. The ideal candidate will manage multiple projects simultaneously, represent the company with professionalism, and help drive critical infrastructure development forward with confidence and transparency.
Minimum Requirements
- BS/BA in Marketing, Business, Engineering, or related field plus five years of multi-discipline electric utility experience related to understanding design, operations, construction, and planning of transmission facilities or an equivalent combination of education and experience.
- Project management experience preferred.
- Demonstrated proficiency in interpersonal and oral/written communications.
- Must be able to provide or support testimony before regulatory agencies and effectively interact with customer regulatory agencies and large groups.
- Overnight travel may be required as well as attendance at meetings outside normal business hours.
Major Accountabilities
1) Monitor and coordinate siting project work performed by external consultants to achieve successful project results.
2) Utilize effective public relations strategies on all projects, respond in a timely manner to all inquiries and keep accurate records of project interaction and correspondence. Work with Corporate Communications and/or senior consultants to minimize negative press and public controversy.
3) Meet and negotiate with government officials and regulatory agencies in order to obtain state, federal and local approval for new transmission facilities. May provide support to senior consultants in higher level negotiations. This must be done in a professional manner that represents the best value to and presents a positive perception of APS.
4) Coordinate all of the internal teams, environmental consultants, external jurisdictions, partnering utilities and the public so that projects are sited in time to begin land acquisition and construction.
5) Manage consultant charges in relation to project scope, maintain financial records to accurately reflect all project costs in relation to planned APS budget on each project and review anticipated scope or budget changes with leader or senior consultants to determine appropriate action.
6) Involve and manage siting support resources/departments and communicate effectively with these resources throughout project. Obtain firm commitments on all key siting issues.
7) Establish project timelines and monitor specific project schedules and milestones to ensure project in-service dates are achievable. Review with siting team management and provides status updates to stakeholders as requested.
8) Build strong partnerships and effectively interface with team members, customers, public officials/agencies, and government leaders to leverage company need to provide reliable electric service through siting activities.
9) Develop and implement communication plans for projects.
10) Provide support with the ACC application process and yearly compliance filings to senior consultants.
