Supervisor, Outside Plant Engineering

 

Do you want to lead the engineering work that keeps Arizona’s power grid connected and resilient? As the Supervisor of Outside Plant Engineering, you’ll lead a skilled team responsible for designing, building, and maintaining the communication infrastructure that enables grid operations across APS. The work you oversee directly supports resource planning, generation, and transmission and distribution (T&D) projects—essential to achieving our APS Promise of delivering reliable, sustainable energy to our customers.

What your day would be like:

  • Lead and develop a team of engineers and technicians delivering complex communication infrastructure projects across multiple disciplines.
  • Plan, prioritize, and manage work schedules to meet accelerated timelines and business goals.
  • Oversee the design, construction, and maintenance of outside plant communication systems, including fiber optics, microwave WAN, MPLS, SCADA, and physical security systems.
  • Partner with internal stakeholders to ensure communication systems align with grid reliability, cybersecurity, and operational technology standards.
  • Manage change processes and compliance with Critical Infrastructure Protection (CIP) standards.
  • Solve technical and operational challenges with a customer-first mindset, ensuring systems perform reliably and efficiently.
  • Drive process improvements, resource optimization, and infrastructure growth through thoughtful planning and collaboration.

Minimum Requirements

Supervisor, Outside Plant Engineering

  • Bachelors degree in Electrical Engineering, IT, or related technical field
  • Plus 7-9 years prior relevant OT Communications experience or equivalent combination of education and directly related experience plus demonstrated leadership skills.
  • Requires advanced knowledge of one (1) or more job areas in OT Infrastructure typically obtained through advanced education combined withexperience.

 

Preferred Skills, Knowledge OT Qualifications:

  • Prior people leadership experience
  • Skilled in change management processes and Critical Infrastructure Protection (CIP) standards.
  • Knowledge of business and industry Communications needs, as well as the technical demands; design, construction, installation, maintenance and operations; knowledge of internet, computer, routers, switches etc.; IT Cyber security; hardware for comm transport systems, configuration and maintenance, computer/networking hardware, standard operating systems and other OT related technologies such as 900Mhz FAN, Microwave WAN, MPLS, SCADA, Fiber Optics, Multiplex, Physical Security, DC Power, and Facilities Communications.
  • Experience planning, design and implementing Network offerings of infrastructure and analysis of the infrastructure to Support capacity management.  This includes management through growth of the infrastructure and reuse through optimization of resource utilization
  • Demonstrated practice of management approaches such as work scheduling, coaching, tactics, and process execution.
  • Applying creative solutions to business problems to ensure business needs are most effectively met; advanced information system configuration management
  • Skilled in managing the execution of processes, projects and tactics within an organization
  • Skills in effective communication to both technical and non-technical audiences

Major Accountabilities

1. Supervise staff in performance of OT Data Transport Systems engineering, design, installation, maintenance, and operations functions. Defines short-term goals, priorities, and operational plans to ensure team goals are aligned with the goals and priorities of the organization.
2. Oversee enterprise OT network systems planning and roadmaps, high-level troubleshooting, security, and transport system administration.
3. Mentors, trains, and develops technical staff on engineering, design, implementation, construction, and execution of OT wired and wireless transport solutions.
4. Manages staff to develop and maintain department hardware and configuration standards.
5. Oversee the testing of OT transport systems. Tests and develops guidelines for implementation
6. Conducts infrastructure budget, planning, roadmap, and project development activities.
7. Reports on staffing, service delivery, product development and delivery, uptime, and other metrics and KPI’s.
8. Develop and manage department budget.
9. Evaluates and reports on new technologies to enhance capabilities of the transport systems.
10. Oversee new, updated, or alternative equipment installations to drive down cost, ensure availability, efficiency and align with future OT transport systems requirements
11. Serves as a client advocate by meeting with customers and develop relationships to improve overall customer satisfaction
12. Stays current on the Critical Information Protection (CIP) standards and ensures staff is adhering to all standards
13. Creates and promotes a productive work environment, ensuring that necessary skills and competencies are in place to meet the goals of the unit.  Coaches team members on performance, completes employee performance evaluations and recommends pay actions.
