Summary

The Procurement Leader manages operational procurement in support of the buying requirements of the centralized procurement organization.

Ensures adherence to strategic supply chain category strategies, targets and schedules so as to achieve goals and objectives for cost management, inventory management, supplier management including supplier diversity and process improvement.

Ensures continuous flow of highest quality materials and services at the lowest total cost while ensuring operational excellence and supporting business operations.

Minimum Requirements

  • A four-year Bachelor's Degree in Business, Supply Chain or related discipline from an accredited college or university AND four (4) years' experience in supply chain positions.
  • In lieu of Bachelor's Degree, combination of college coursework and experience in supply chain positions equaling eight (8) years is required.


Preferred Special Skills, Knowledge or Qualifications

  • Prior supervisory experience.
  • MBA or Master's Degree in related discipline.
  • Professional certification (e.g., CPM, CPSM).
  • Knowledge of procurement and supply chain management principles.
  • Working knowledge and understanding of work management systems.
  • Exceptional verbal and written communication, negotiation, interpersonal and presentation skills.


Nuclear Requirements

Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.
Any PVNGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities.
These are conditions of employment at PVNGS.

Major Accountabilities

1) Integrates with Strategic Procurement organization to support strategies for categories to achieve targeted supply chain results for cost management, supplier management including supplier diversity and, process improvements.

2) Integrates with Inventory Management organization to support strategies for inventory optimization.

3) Leads and manages materials/services supply chain programs and processes for a specific Business Unit. Partners with the Business Unit in planning and forecasting.

4) Primary point of escalation for the Business Unit.

5) Develops and implements solutions to resolve issues and problems.


6) Staffs, develops, motivates and directs an energized team to accomplish goals and maintain high quality on services and products.


7) Coordinates supply chain processes to achieve results expected and to ensure process execution in an efficient, cost-effective manner to maximize value and customer satisfaction.


8) Trains individuals, monitors and measures performance, evaluates effectiveness, and communicates results.


9) Oversees negotiations of agreements and contracts for materials and services ensuring partnering with internal stakeholders.


10) Manages supplier/user relationships.


11) Utilizes technology and other resources to source new suppliers in anticipation of changing environment to ensure appropriate, proactive response.


12) Provides information to the Performance Management Group to support supplier performance against defined goals and objectives (e.g., quality, cost, delivery, service, and lead-time improvement targets).


13) Drives productivity improvement and process improvement efforts.


14) Mentors supply chain staff by introducing new practices in supply chain management to achieve continuous improvement objectives.


15) Makes financial commitments on behalf of the Company through the authorization of Purchase Orders and Agreements.

Hybrid Role:
This position combines working in the office and at home, based on the needs of the business. The schedule will be determined with the hired employee and leadership, but the ultimate decision is the company's.

 

Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
