Summary
The Workforce Planning Consultant is responsible for designing and implementing a strategic workforce plan that aligns Palo Verde workforce capacity and capability with its longer-term business strategy. Understands business strategies and challenges and collaborates effectively with Human Resources and business leaders in areas such as strategy, talent acquisition and workforce development. Responsible for the strategic planning and delivery of various HR Programs, such as, the Rotation program, Knowledge, Transfer, and Retention program, and Palo Verde Analytics program. Bases program strategy on key data such as business strategies, industry trends and workforce analytics.
Responsible for designing, implementing, operating, and overseeing a data analytics and intelligence program that provides and informs HR, as its customer, the necessary information that allows them to design workforce planning for the business. In addition, this position will provide ad-hoc data to key areas of the business or HR to support program design or problem-solving efforts.
Minimum Requirements
A four-year Bachelors degree in a business-related field from an accredited college or university plus eight (8) years' experience in business-related field with career progression. Minimum of five (5) years' experience in the design and implementation of strategic workforce planning and in key functions/roles such as strategic planning, metrics reporting and analysis, consulting, HR business partner, talent acquisition, or workforce planning. Must be able to think strategically, grasp analytics, have interpersonal savvy and communicate effectively.
Preferred skills/experience
Nuclear experience is preferred.
Proficient in Microsoft PowerPoint, Excel, and Word.
MBA or MS degree preferred.
Nuclear requirement: Any PVNGS employee may be called upon to serve as a member of the Emergency Response. Organization (ERO) and will be expected to fulfill their obligation as an ERO member. Any PVNGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities. These are a condition of employment at PVNGS.
Major Accountabilities
1) Develops and implements a workforce planning strategy that is pragmatic and effective and addresses the business future workforce needs, including increased retirements, changing skills, knowledge transfer and retention, diversity, and building talent pipelines.
2) Builds strong internal relationships with business leaders, talent acquisition, strategy, HR business partners, and community relations to understand strategic objectives, provide counsel on workforce planning and build talent pipelines. Is also responsible for building and maintaining strong external relationships with various industry partners. Will need to participate, and sometimes lead, industry partner committees or advisory boards.
3) Responsible for the strategic planning and delivery of various HR Programs, such as, the Rotation program, Knowledge, Transfer, and Retention program, and Palo Verde Analytics program as examples.
4) Understands and anticipates the business challenges and talent concerns of the business. Develops, implements, oversees, and executes a workforce data analytics program.
5) Advises and consults with business leaders and HR business partners on identified talent/skill risks.
6)Works closely with Finance and Strategy to ensure sustainability of strategic workforce plans.
7) Leads projects and initiatives to develop data and programs required for strong workforce planning and development.
8) Leads initiatives in support of talent and workforce needs as appropriate.
9) Develops, implements, oversees, and executes the metrics for the People data and programs for Palo Verde. Participates, and sometimes facilitates, at the Palo Verde People Health Committee to deliver on the workforce planning data and metrics to the Officers and Senior Leaders of Palo Verde.

Hybrid Role:
This position combines working in the office and at home, based on the needs of the business. The schedule will be determined with the hired employee and leadership, but the ultimate decision is the company's.
Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
